A non-community water system (NCWS) is a public water system that is not owned or operated by a municipality, a special district, or other type of incorporated entity. NCWSs include systems serving residential, commercial, industrial, and institutional customers that are owned or operated by investor-owned utilities, rural cooperatives, mobile home parks, schools, and state or federal prisons.
